The Nigerian Electricity Regulatory Commission (NERC) has transferred regulatory oversight of the electricity market in Nasarawa State to the Nasarawa State Electricity Regulatory Commission (NASERC).
This move is in compliance with the amended Constitution of the Federal Republic of Nigeria and the Electricity Act 2023, which empowers states to regulate intrastate electricity markets.
According to the order, Abuja Electricity Distribution Plc (AEDC) is directed to incorporate a subsidiary, AEDC SubCo, to assume responsibilities for intrastate supply and distribution of electricity in Nasarawa State.
AEDC is expected to complete the incorporation within 60 days from August 4, 2025. The subsidiary will then apply for and obtain a license from NASERC to operate within the state.
This transfer is part of a larger initiative by NERC to give states more control over managing electricity supply in their areas. While states will regulate intrastate electricity markets, NERC will retain its role as the central regulator overseeing interstate and international electricity generation, transmission, trading, and system operations.
All regulatory and operational handovers are expected to be concluded by February 3, 2026. This development follows similar transfers in other states, including Ogun, Ekiti, Ondo, Abia, Plateau, and Niger, which have all been granted regulatory autonomy over their electricity markets.
