The Federal Ministry of Youth Development has positioned itself at the forefront of Nigeria’s public service digital reform by launching an Enterprise Content Management System (ECMS), a move expected to significantly reshape how government business is conducted and services are delivered to young Nigerians.
Unveiled in Abuja on Monday, the new system marks a decisive step in the Federal Government’s plan to eliminate paper-based workflows across Ministries, Departments and Agencies (MDAs) by December 31, 2025.
The initiative aligns with the broader civil service reform agenda aimed at building a faster, more transparent and cost-effective public sector.

Unlike traditional file-based processes, the ECMS enables digital documentation, workflow automation and secure record management, reducing delays often associated with physical files.
The system was deployed in collaboration with Galaxy Backbone Limited, the government’s digital infrastructure provider.
Speaking at the event, the Honourable Minister of Youth Development, Comrade Ayodele Olawande, described the transition as a cultural shift rather than a mere technological upgrade.
He noted that digital workflows would speed up decision-making, strengthen accountability and enhance the Ministry’s ability to design and monitor youth-focused programmes.
Represented by the Permanent Secretary, Dr. Maryam Keshinro, the Minister stressed that the success of the paperless initiative depends largely on staff adoption.
She encouraged employees to leverage the new system to reduce routine clerical tasks and channel more energy into innovation, policy implementation and youth engagement.
The Head of the Civil Service of the Federation, Mrs. Didi Esther Walson-Jack, hailed the Ministry’s move as a practical demonstration of the Federal Government’s commitment to public sector modernization.
According to her, the ECMS will cut operational costs, improve professionalism and promote environmentally sustainable practices, while enhancing service delivery nationwide.
She added that the initiative supports Pillar 5 of the Federal Civil Service Strategy and Implementation Plan (2021–2025) and aligns with President Bola Ahmed Tinubu’s Renewed Hope Agenda, which prioritizes efficiency and results-driven governance.
Also speaking, the Managing Director and Chief Executive Officer of Galaxy Backbone Limited, Professor Ibrahim Adeyanju, said the Ministry’s onboarding onto the One Government Cloud (One Gov) platform represents a critical milestone in Nigeria’s digital transformation journey. Represented by the Executive Director of Customer Centricity and Marketing, Hon. Olusegun Olulade, he reaffirmed Galaxy Backbone’s commitment to sustained technical support to ensure a future-ready and citizen-focused public service.
With the ECMS now operational, the Ministry of Youth Development is expected to serve as a reference point for other MDAs as the deadline for a fully paperless civil service draws closer.
